Current Update not allowing navigation with mouse

Can only move between certain fields with the TAB key.  Also, can't close pop up windows from CNRL E

Did you reboot? I have always closed windows with Ctrl + W. 

What you describe sounds more like problems of Windows update. Maybe you need to update your mouse driver.
