Question

Can partnership items be specially allocated on the partners' state K-1s? Trying to allocate between CO and NY. Two K-1s all items allocate to NY. Other K-1 both CO & NY.

Yes. For each item use Ctrl + E to open a window and put the amount, then the 2 letter state.  You will likely have multiple lines for each.
