ACO Medicare Shared Savings Program

Can anyone tell me if distributions to medical practitioners from the Accountable Care Organization (ACOs) participation in the Medicare Shared Savings Program are treated as taxable income? I would think that it would be reported as taxable income just like other medical service income as they are supposed to provide an incentive to reduce patient costs.  Thanks.
