8962 american rescue plan 9000.00 wiped out ?

Are the figures right on Lacerte I did not think everyone was getting their premium tak credit refunded.
I have people that made so much more last year that they were having to pay back 9000.00 in premium tax credit and with the rescue plan it wipes it away. I would think if you made so much you would not be entitled to it. I have several clients that made a lot more.
