When will the watermark be removed from 1040-ES so we can process those returns?

All form release estimates are posted here https://lfs.intuit.com/

Since the diagnostic is simply a warning, it can be ignored and you can process the return. You just can't hand out the 1040ES yet

    the status says "Final form without watermark was released on January 19, 2022.  However, instructions are not final. See critical diagnostic."

    does anyone have any idea when they will be available?

    This is a Critical Diagnostic Warning with a reference #0 which means you can ignore this. The printed instructions are not final with IRS, so there is a slight chance that some circumstances of computation MAY be wrong. Review the form and go ahead and file the return. This is true for all Warnings
