Printing issues with no SSN

Unable to print and paper file a return for a non-resident without a SSN or ITIN.  IRS requires the ITIN application to be filed WITH the tax return, not eligible for efile. Must be paper filed.  I can get a repID by using all 9s in the field, but printed returns have a watermark that says DO NOT FILE on every page. Caught between a rock and a hard place.  Very expensive software, no workaround according to support.  I only spoke with one person but she went the distance as I got 3 separate survey requests for 3 agents.  Very unhappy customer!

What is a repID?  

What do you think of this plan?

  • Form 1040-NR (or other required U.S. return) — completed, with the TIN fields left blank for the taxpayer who needs an ITIN.

  • Form W-7 (Application for ITIN) — completed for the non-resident (and spouse/dependents if applicable).

  • Supporting original documents or certified copies — identity/foreign status (e.g., passport) per Form W-7 instructions.

  • Attach W-7 to the front of the tax return — IRS must receive the return with W-7 together for first-time ITIN issuance.

  • Mail to the IRS ITIN Operation address listed in the Form W-7 instructions.

    • You can have the taxpayer present documents at an IRS Taxpayer Assistance Center (TAC) or use a Certifying Acceptance Agent (CAA) to avoid mailing originals. This is often faster and preserves originals.

I know how to submit the documents and prepare the tax return.  I am not able to authorize the return to view forms with the SSN field blank.   I can authorize it with all 9s in the numeric field and can view forms but the printouts have watermarks on them saying do not print.  

My issue is printing not submitting the return.

The guidance is for the TIN fields to be left blank. You are inputting 9s.

You might be able to use Adobe, an advanced version, to remove the watermarks.
