PA form rct-101 can't apply overpayment to next year

I worked for a long time with a wonderful person, John, at tech support he figured out that this overpayment cannot be applied to the following year although the instructions permit it.

Please consider updating the software to allow this. It would help my client a lot!!

Thanks for the idea to allow overpayment to apply for the following year for PA form rct-101. We are changing the status to "Open for voting" since it is no longer considered "New".
