WHY DOESN'T THE OVER PAYMENT ON THE SALT PARITY CARRYOVER TO THE NEXT YEAR AUTOMATICALLY.

Thanks for the idea to have SALT Parity overpayment carry over to the following year. We are changing the status to "Open for voting".
