Make reports available for more than the master admin.

Could provide master admin the ability to provide privileges to users for certain proconnect features such as reports and adjusting the print options.

    Thanks for the idea for master admin to provide certain features to users. We are changing the status to "Open for voting" since it is no longer considered "New".
