If a client is covered by Medicare then the check box on State returns should be marked as client having Health care coverage.

A problem is whether the payment of medicare premium is for the full 12 months. Not a bad idea, but ...

The client's birthdate is in the system so it should be able to determine if full coverage for 12 month. If the client had Medicare the prior year then the Healthcare box should be marked if Medicare is paid.
