Federal auto attach to the State of Arkansas

I'm getting an e-file error indicating that I have to manually attach a copy of the federal return to the Arkansas AR1100PET? Tech support confirmed this was what I had to do to clear the error. 

Is it not possible to automatically attach the federal return to the AR1100 PET return like of types of returns?
