Critical that can be bypassed by preparer

It would be help for preparers to know which diagnostics can be Disabled by us manually to allow e-filing. I suggest wording be added to the diagnostic if disabling is possible.

Thanks for the idea to add a note for diagnostics that can be disabled. We are changing the status to "Open for voting".
