charges for WA state Unreasonable

Whenever we add a new client, the state of WA automatically gets added as a state income tax return, but there is no WA state income tax return. Why is the default to automatically add WA state? If we do not delete the state, then we are billed $100 for WA state income tax return which is neither prepared nor filed. It is a pain to try and claim a refund for all the WA returns that we are billed for.

Can you not change the program so that if a WA return is necessary to claim Working Family Tax Credit, then that is added specifically to the client, and charged accordingly, rather than make the WA tax return an automatic charge?
