Allow all prior year data conversions

The program really limits itself by not allowing tax preparers to convert data from any previous year. The software only allows conversion from the prior year into the current year software. When the program started you could convert data from any previous year. Please make it so that data conversions are allowed anytime.

    Thanks for the idea for data to be converted to a previous year. We are changing the status to "Open for voting" since it is no longer considered "New".
