We can't prepare the MN Annual Report because we can't add MN to the 990 so we would like this state added to the 990

Don't hold your breath for this.

The annual report form is available on MN's website.

The more I know the more I don’t know.

The MN "annual report" isn't a tax form, it's a form required by the attorney general.  As much as I complain about Intuit, even I don't expect them to provide that report as a state "990.".  The form is pretty much a glorified spreadsheet that can easily be downloaded from the attorney general website and filled in.
