Add diagnostic to check state's depreciation when current year special depreciation override is used
In general, when current year special depreciation is overridden, a diagnostic is needed to alert the tax preparer to verify if state is in conformity and if not, a -1 should be entered for the state current depreciation and any current depreciation for the state should be entered.
